A plot purchase rests on an approval granted to the developer for the whole scheme — road widths, open space, drainage, electrical infrastructure and the demarcation of individual plots.
The verification described involves identifying which authority holds jurisdiction, which depends on location; obtaining the approval number and date and verifying it against that authority's own records rather than a signboard or brochure; confirming that the specific plot number appears in the sanctioned plan with matching extent; and confirming that plots retained by the authority as security for infrastructure completion have been released and that the plot in question is not among those still held.
Also examined is whether roads and open spaces shown in the plan exist on the ground or whether the developer's obligation to complete them is enforceable; whether the land is properly converted and zoned; and whether the survey number is clear of prohibited and assigned land lists.
The explanation generally given for lower pricing in unapproved layouts is that plots within them may not be registrable or mortgageable, that construction permission is difficult, and that regularisation is uncertain.
