Pre-Launch Sales: What the Discount Reflects
Pre-launch pricing precedes approvals and registration. An overview of what the stage involves and what the discount is understood to price.
Updated

Pre-launch describes the period before a project has completed its approvals and registration. Pricing at this stage is typically the lowest the project will carry, offered on a limited basis.
The discount is generally understood to price the stage rather than the property. At pre-launch, final sanction of the building plan, environmental clearance and registration with the state authority may not be in place, and the capital deployed funds the land and approval phase of the development.
Three outcomes are documented with some frequency. Approvals issuing with a modified plan, so that the tower, floor or configuration originally indicated no longer exists. Extended delay, during which the capital is committed without an asset or a return. And projects that do not proceed, where recovery depends on the developer entity's remaining assets.
Where buyers proceed at this stage, the protections described in guidance include a registered agreement rather than a receipt, sight of the land title documents, a refund clause with a defined deadline and interest, and payment to the project account of the registered entity rather than to an individual.
